Travel information on Phuket Sandbox Program as of 28 June 2021

Please note that travel restrictions are subject to change on a short notice. As a traveller you are always responsible for ensuring that you fulfill the requirements of your destination and possible transit country. 

 

FROM 1 OCTOBER 2021 ONWARDS, QUARANTINE PERIOD WILL BE REDUCED FROM 14 TO 7 DAYS FOR FULLY-VACCINATED TRAVELLERS, AND 10 DAYS FOR UNVACCINATED/PARTIALLY VACCINATED TRAVELLERS, SUBJECT TO TERMS AND CONDITIONS.

THOSE ARRIVING IN THAILAND FROM 1 OCTOBER 2021 WHO HAVE BEEN ISSUED COES UNDER THE OLD SYSTEM (I.E. BEFORE 28 SEPTEMBER 2021) MAY USE THEIR OLD COES (NO NEED TO APPLY FOR NEW COES); THEIR QUARANTINE PERIOD WILL BE DETERMINED BASED ON THEIR VACCINATION DOCUMENTS UPON ENTERING THAILAND.

 

1. Eligible persons : both Thais and non-Thais

2. Accommodation : only at SHA Plus certified hotels. For certified Hotel namelist, please visit https://www.thailandsha.com/ or https://entrythailand.go.th 

3. Hotel Reservation

Category 1 : Travelers who will stay in Phuket more than 7 or 8 days and/or have only one way ticket, must have a SHA Plus hotel confirmation at least 7 or 8 nights. After that travelers can depart from Phuket to other provinces.

Category 2 : Travelers, who will stay in Phuket less than 7 days, must have a SHA Plus hotel confirmation covering the whole period of stay, and also be required to present departing tickets from Phuket to other countries. 


4. Procedures for travelers who depart from Finland and Estonia
 

Preparation before traveling 


4.1 Register online for Certificate of Entry 
(COE) before departure no more than 30 days prior to arrive in Phuket.

     Upload confirmation of SHA+ Hotel and the receipt of prepaid booking of COVID-19 tests:

     4.1.1 confirmation of SHA+ Hotel certificate
           

  • Must stay at a hotel that meets the "SHA+" standard for at least 7 days, unless travellers have proof of return tickets leaving Phuket (to another country) before 7 days. For a list of SHA+ faciltities, visit https://www.thailandsha.com or https://www.shathailand.com
    • Those arriving in Phuket between 18.01 - 00.00 hrs. will need to stay for 8 nights (the day of arrival is counted as "Day Zero").
    • Those arriving in Phuket between 00.01 - 18.00 hrs. will need to stay for 7 nights (the day of arrival is counted as "Day One").
  • Confirmation of "SHA+" hotel booking must be issued under the SHABA system (SHA Plus Booking Authentication system); the SHABA certificate must contain:
    • SHABA ID
    • Name of all travellers
    • Date of check-in & number of nights
    • QR Code
    • Payment status
  • Reservation for SHA+ hotels can be made through any channels, including through the hotels themselves or other agents, as long as the hotel issues the SHABA certificate for the travellers. Reservation confirmation from online agents that is not SHABA certificate will not be accepted.
  • Must stay at one hotel for at least 7 days. 
  • Travellers must report themselves back at the chosen hotel every night. Overnight stay at other places is not possible.
  • After 7 days, they may travel to other parts of Thailand. Departure earlier than 7days is possible only for destination outside of Thailand.

     4.1.2 Transport

  • Must enter Thailand via Phuket International Airport. Transfer via Bangkok is not yet possible. Travellers wishing to enter Phuket Sandbox programme must book their international flight that lands directly in Phuket.
  • From Phuket International Airport, travellers must travel to their SHA+ hotels in pre-booked cars provided by the SHA+ hotels.

     4.1.3 the receipt of prepaid booking of COVID-19 tests

      • Travellers must present RT-PCR negative test result issued no more than 72 hours before departure.
      • Upon entry, travellers will have to undergo 2 COVID-19 tests at different times, at the traveller's own expenses. The first test will be done upon arrival; travellers will be allowed outside of their hotel rooms only upon confirmation of negative result of the first test.
      • Children under the age of 6 are allowed to undergo sliva-sampled test.
      • To apply for COE, travellers must submit evidence of pre-payment for the required RT-PCR tests 
      • Accepted evidence of pre-payment for the RT-PCR tests are
        • Receipt issued by the SHA+ hotel
        • Receipt issued under the Phuket Swab Appointment System (PSAS) for appointments made through www.thailandpsas.com website (online RT-PCR test appointment system)

4.2 Must come from countries considered as low/medium-risk areas by the Thai Government.

  • At present, travellers from Finland and Estonia are eligible. Travellers must, however, be in these eligible countries for at least 21 consecutive days.
  • Other eligible countries/areas include: Albania, Andorra, Antigua and Barbados, Australia, Azerbaijan, Bahrain, Barbados, Belgium, Bhutan, Brunei, Bulgaria, Cambodia, Canada, Chile, China, Croatia, Cyprus, Czech Republic, Denmark, Dominica, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Israel, Italy, Japan, Kuwait, Laos, Latvia, Lithuania, Luxembourg, Malta, Mauritius, Monaco, Mongolia, Morocco, Myanmar, Netherlands, New Zealand, Norway, Poland, Portugal, Qatar, Romania, Russia, San Marino, Serbia, Singapore, South Korea, Spain, Sweden, Switzerland, Turkey, UAE, UK, USA, Vietnam, Hong Kong, Macao, Taiwan, Uzbekistan.

4.3 Completely vaccinated with 2 doses of COVID-19 vaccines at least 14 days before departure

  • Must be fully vaccinated against COVID-19 with a vaccine registered with the Food and Drug Administration of Thailand (FDA), or approved by World Health Organization (WHO) or Ministry of Public Health of Thailand no less than 14 days before departure. Travellers must show Certificate of Vaccination issued by a goverment authority.
    • The following vaccines are accepted
      • CoronaVac by Sinovac (2 doses needed)
      • AstraZeneca by AstraZeneca (2 doses needed)
      • AstraZeneca by SK BIOSCIENCE (Korea) (2 doses needed)
      • AstraZeneca by Siam Bioscience (2 doses needed)
      • AstraZeneca by Serum Institute of India (2 doses needed)
      • Janssen by Johnson & Johnson Services, Inc. (1 dose needed)
      • Pfizer-BioNTECH COVID-19 vaccine by Pfizer Inc. (2 doses needed)
      • Moderna by Moderna Inc. (2 doses needed)
      • COVILO by Sinopharm Co., Ltd. (2 doses needed)
      • Sputnik V by Gamaleya Research Institute of Epidemiology and Microbiology (2 doses needed)
    • The vaccine certificate/card must be issued by a government authority either in digital or paper format (document issued by private entities will not be accepted). The vaccine certificate must contain the following information:
      • The travellers' personal details, including name, date of brith, nationality and passport number.
      • Vaccination information, including dates of vaccination (the last dose must be administered no less than 14 days before travelling), name and lot/batch number of the vaccine.
    • Combination of different vaccines is accepted provided that the period between the 1st and 2nd dose was in accordance with the period set by the manufacture of the first dose.
    • Children under the age of 18, travelling with parents, are eligible without proof of vaccination.

4.4 All passengers must have COVID-19 RT-PCR test prior to travel no more than 72 hours before departure. 

4.5 Apply health insurance that covers medical treatment for COVID-19 at least 100,000 USD. 

4.6 Others

  • Journey-tracing application
    • Travellers must install and use journey-tracing application (turn on GPS) as prescribed by the Thai Government throughout the 7 days in Phuket, otherwise they may not be allowed to leave Phuket to other parts of Thailand after 7 days.

  • Upon leaving Phuket to other parts of Thailand after 7 days, travellers must provide proof of 7 days of stay in Phuket (Release Form) and 2 RT-PCR test results.

SAMUI PLUS 

    1. What is Samui Plus Sandbox?
      • Similar to Phuket Sandbox, Samui Plus is a tourism-promotion scheme that allows fully vaccinated travellers to enter Koh Samui, Thailand, without quarantine, subject to conditions below.
    2. Eligible travellers
      • Must be fully vaccinated against COVID-19 with a vaccine registered with the Food and Drug Administration of Thailand (FDA), or approved by World Health Organization (WHO) or Ministry of Public Health of Thailand no less than 14 days before departure. Travellers must show Certificate of Vaccination issued by a goverment authority.
        • The following vaccines are accepted

      • Must have health insurance which covers treatment and medical expenses in relation to COVID-19, with a minimum coverage of 100,000 USD.
      • Both non-Thais and Thais are eligible.
    3. Conditions 
      • Travelling to Koh Samui
        • Traveller must enter Koh Samui with a direct international flight (arriving at Samui International Airport from another country), OR with an international flight that enters Thailand via Suvarnabhumi International Airport (Bangkok) and is connected to Koh Samui through approved sealed flights, route BKK-USM: Flight No. PG5125 / PG5151 or PG5171
        • For flights to Koh Samui via Bangkok, the ticket must be issued on the same booking with international flight in conjunction with such approved Bangkok-Samui flights. Any flight reservations booked separately will not be accepted.
        • Travellers should contact their airlines directly to ensure that the route origin-Bangkok-Samui is booked together in a single booking and that their luggage is checked-through to Koh Samui.
      • Hotels
        • Stay at hotel certified as "Samui SHA+"
        • For a list of Samui SHA+ facilities, visit https://www.shathailand.com/kohsamui or https://www.thailandsha.com (choose hotels in Surat Thani Province)
        • Confirmation of pre-paid accommodation at Samui SHA+ is needed for a total of 7 days, unless travellers have proof of return tickets leaving Samui (to another country) before 7 days.
      • COVID-19 tests
        • Travellers must present RT-PCR negative test result issued no more than 72 hours before departure.
        • Upon entry, travellers will have to undergo 2 tests at different times, at the traveller's own expenses. The first test will be done upon arrival; travellers will be allowed outside of their hotel rooms only upon confirmation of negative result of the first test.
        • Children under the age of 6 are allowed to undergo sliva-sampled test.
        • To apply for COE, travellers must submit evidence of pre-payment for the required RT-PCR tests (please contact the hotel directly to inquire)
      • Permitted movements within Koh Samui & nearby islands
        • Days 1-3 (hotel-based): upon receiving negative result of the first RT-PCR test, travellers may leave their hotel room but are required to stay within the premises of the hotel.
        • Days 4-7 (sealed route): travellers are allowed to travel within specified routes/travel programme on Koh Samui. Traveller must undergo second RT-PCR test on 6th or 7th day.
      • Journey-tracing application
        • Travellers must install and use journey-tracing application (turn on GPS) as prescribed by the Thai Government
      • Upon leaving Koh Samui to other parts of Thailand after 7 days, travellers must provide proof of 7 days of stay in Koh Samui/Khon Phangan/Koh Tao and 2 RT-PCR test results.
    4. How to apply for COE
      • Travellers under "Samui Plus" programme must apply for a Certificate of Entry (COE), like all other travellers, via https://coethailand.mfa.go.th/ 
      • Please choose option "Sandbox Programme", and then select "Samui" as Sandbox destination when completing the "travel details" column.
