PROCEDURE OF LEGALISATION OF SEASONAL EMPLOYMENT CONTRACT at the Royal Thai Embassy, Helsinki

PLEASE READ: This section is solely for the inspection and approval of seasonal employment contract and came into effect after the update of seasonal work permit regulation in Finland on 17 Feb 2025. In order to protect Thai citizens who wish to work in Finland in accordance with the Thai Recruitment and Job-seekers Protection Act  B.E. 2528 article 48, as well as the recent Collective Agreement for the Rural Industries between the Federation of Agricultural Employers (MTA) and the Industrial Union (dated 3 March 2025), the following is the procedure for legalisation of Seasonal Employment Contract in effect from 2025 onward.

**The Royal Thai Embassy encourage local employers to follow these procedures to ensure the Thai seasonal workers underwent process of acknowledgement by the Department of Employment of Thailand before working overseas.**

  1. The Employer must already submitted and received appropriated seasonal work permit for their Thai workers through the Finnish Authority. Employers are encouraged to use the new draft employment contract both in English and Thai for seasonal worker of rural industries prepared by the Federation of Agricultural Employers (MTA).

    All contracts between the Employer and their employees must be signed by both parties before legalisation. 

  2. For legalisation at the Royal Thai Embassy, the employer must submit the following documents:

    - one employment contract in Thai and English representing all Thai employees working for the employer, with name list of all Thai employees attached. Employer must already signed their name in this contract and underwent notarization at notary public for the authenticity of employer's signature, then to the Ministry for Foreign Affairs of Finland for legalisation.

    Legalisation fee of this document at the Royal Thai Embassy is 15 euro per document.

    ALL completed individual employment contracts of each Thai employees accompanied with APPENDIX (see below). Employer and employees must already signed their names (These are not required to be legalised at the Ministry for Foreign Affairs of Finland).

    (Both the Employee and the Employer are also advised to sign or initial their name in EACH PAGES of the contract in order to avoid any question that may occur concerning the correction of the amount of salary or the period of employment.)

    - Copies of appropriate seasonal work permit of all Thai employees granted by the Finnish Authority.

    - Copies of passport of all Thai employees.

    - Copies of passport of the employer.

    - Trade Register document of the employer.

    - Photos of accomodation and workplaces provided for the employees. 

    - Copies of employee's electronic plane tickets (if any)

    - Envelopes with stamps (for returning of documents by post)

  3. The Embassy will inform the employer once the consular officer has completed legalisation of the contract and name list. Duration for this proceeding is depended on the priority and the consular officer’s work assignment.

  4. The Embassy reserves the right to deny legalisation of any employment contract if there is any indication of labour exploitation or document manipulation in the contents of the contract.

Remarks: Department of Employment of the Kingdom of Thailand reserves the right to deny departure of Thai workers for working overseas without appropriate legalisation of employment contracts.
