Application Procedure for Certificate of Entry (COE)
for diplomats and officials of international organisations and their family members
While Thailand still puts in place travel restriction, diplomats or officials of international organisations who are returning to Thailand, or are going to Thailand for their overseas postings or temporary official missions, can apply for the Certificate of Entry at the Royal Thai Embassy.
For the applicant who already has a valid Diplomat/ Official/ Non-Immigration D or F Visa, there are necessary steps to be taken as follows:
1. Applicant must fill in the declaration form (download from here) and submit it to the Embassy via email [email protected] . The following documents are required for application.
1.1 Copy of valid passport
1.2 An official note issued by the your organisation requesting the Certificate of Entry, providing the following information :
1.3 A letter from the respective embassy/international organisation in Thailand affirming responsibility for healthcare or treatment expenses, or documentary evidence demonstrating a guarantee that the traveller is able to take responsibility for his/her own healthcare or treatment expenses, including for COVID-19, throughout the duration of stay in Thailand, or copy of your insurance policy which covers COVID and no less than 100,000 USD

2. After you get the confirmation flight to Thailand, please submit Booking confirmation of the Alternative State Quarantine (ASQ)
*** The applicant must arrange their own air tickets and a 14-day Alternative State Quarantine (ASQ) reservation at his/her own/organization expenses. More information, including the list of ASQ hotels in Thailand can be found here or at http://hsscovid.com/.
The embassy will convey your application to the Ministry of Foreign Affairs Thailand to approve your COE and it will send to your headquarters. Also ask permission to issue you a visa (if need).
Please note that the Embassy cannot confirm how long it will take and whether it will be approved or not.
If your application is approved, the Embassy will inform you to submit visa application (if need).

3. During flight check-in for departure, the applicant must present the airline officer the followings:
3.1 Certificate of Entry, issued by the Ministry of Foreign Affairs Thailand.
3.2 Declaration form
3.3 An original COVID-free Health Certificate (COVID -19 is not detected and the COVID test must be by RT-PCR method), issued no more than 72 hrs.
3.4 An original Fit-to-Fly certificate from a doctor, issued no more than 72 hrs. (This certificate must be seperated from Covid-free Helth certificate)
3.5 A letter from the respective embassy/international organisation in Thailand affirming responsibility for healthcare or treatment expenses, or documentary evidence demonstrating a guarantee that the traveller is able to take responsibility for his/her own healthcare or treatment expenses, including for COVID-19, throughout the duration of stay in Thailand, or copy of your insurance policy which covers COVID and no less than 100,000 USD
4. Upon entry to Thailand, Traveler entering Thailand during the COVID-19 pandemic period must submit a T.8 form upon his/her arrival in the Kingdom of Thailand. (Download T.8 form here or register online through AOT phone application at https://aot-app.kdlab.ai/ )
5. Please note that 14 days before traveling to Thailand, traveler shall avoid being in crowded area or the area which is risky to get infected by COVID-19.
