Application Procedure for Certificate of Entry (COE)

for the Holder of a Certificate of Residence in Thailand

As per Clause 3 (8) of the Notification of the Civil Aviation Authority of Thailand dated 2 July 2020 on Conditions for Aircraft Permission to Enter Thailand, the non-Thai national who holds a valid Thai work permit or the one who has been granted a permission by the Thai government agencies concerned to work in Thailand, may apply for a permission to enter Thailand.

For the applicant who already has a valid Non-Immigration Visa, there are necessary steps to be taken as follows:

1. Applicant must fill in the declaration form (download from here) and submit it to the Embassy via email [email protected] at least 15 working days before intended date of travel. The following documents are required for application.

1.1 Copy of valid passport

1.2 Health insurance with a minimum coverage of USD 100,000 for medical treatment expenses of COVID-19 during stay in Thailand. The health insurance scheme must indicate that it covers illness from COVID-19.

1.3 Copy of the Certificate of Residence

1.4 Cover letter/email stating urgent need to enter Thailand

Thailand will consider the request for entry the country on a case by case basis.

2. After application for COE is approved, applicant need to inform Royal Thai Embassy, Helsinki if you would like to travel with the repatriation flight (arranged by Thai Government). The Embassy will reserve a repatriation flight upon the passengers’ intended date of departure. Once the embassy receives the confirmation of the flight, the passengers will be informed of the details of the flight and how to reserve ticket accordingly. Then the passengers are required to reserve the ASQ and submit its confirmation of ASQ and flight ticket to the Embassy to proceed with the Certificate of Entry (COE).

If approved, the Embassy will inform the applicant to collect the Certificate of Entry (COE)/ submit a visa application (if need) which will be issued subject to the verification of the additional documents in item 3. The appointment for collection will be sent via email.

Please note that the Embassy cannot confirm how long it will take and whether it will be approved or not.

3. To collect the Certificate of Entry (COE), the applicant must present the additional documents and their copies to the consular officer as follows:

3.1 Passport

3.2 Confirmed air ticket (No need if you travel with the repatriation flight (arranged by Thai Government). 

3.3 An original COVID-free Health Certificate (COVID -19 is not detected and the COVID test must be by RT-PCR method), issued no more than 72 hrs. 

3.4 An original Fit-to-Fly certificate from a doctor, issued no more than 72 hrs. (This certificate must be seperated from Covid-free Helth certificate)

3.5 Booking confirmation of the Alternative State Quarantine (ASQ)

*** The applicant must arrange their own air tickets and a 14-day Alternative State Quarantine (ASQ) reservation at his/her own expenses. More information, including the list of ASQ hotels in Thailand can be found here or at http://hsscovid.com/.

4. The applicant who does not have a valid Visa,  you will get an appointment to submit a visa application after your COE is approved.

5. During flight check-in for departure, the applicant must present the airline officer the followings:

5.1  Certificate of Entry, issued by the Royal Thai Embassy.

5.2  Declaration form

5.3  An original COVID-free Health Certificate (COVID -19 is not detected and the COVID test must be by RT-PCR method)  issued no more than 72 hours before departure.

5.4  An original “Fit to Fly” doctor’s certificate, issued no more than 72 hours before departure. (This certificate must be seperated from Covid-free Helth certificate)

5.5 Health insurance with a minimum coverage of USD 100,000 for medical treatment expenses of COVID-19 during stay in Thailand.

5.6 Booking confirmation of the Alternative State Quarantine (ASQ)

6. Upon entry to Thailand, Traveler entering Thailand during the COVID-19 pandemic period must submit a T.8 form upon his/her arrival in the Kingdom of Thailand. (Download T.8 form here or register online through AOT phone application at https://aot-app.kdlab.ai/ )

7.  Please note that 14 days before traveling to Thailand, traveler shall avoid being in crowded area or the area which is risky to get infected by COVID-19.
